In November 1857, the Minister of Education, Gustave Rouland, sent an official order to the rectors of French universities for them to mobilise scholars to work with the Commission de Topographie des Gaules. This was the beginning of the establishment of a vast network of correspondents made up of local scholars, often with links to scholarly societies.
