The first development scheme to see the light of day was a breakwater, the Milius jetty, built perpendicular to the shoreline. Launched in 1819, the works were hampered by bad weather. A decade later, a cyclone destroyed two thirds of the jetty perpendicular to the shore, an event that led to the building of the Barachois dock.
